Indian casinos are gambling establishments that operate on tribal land and are regulated by the 1988 Indian Gaming Regulatory Act. These entities offer a fun and unique gambling experience to punters, and of the 501 currently open in North America, five are located in the state of Kansas.
Put simply, racino are establishments that combine a racetrack with other forms of casino gameplay. This type of resort accounts for one of Kansas’ casinos, and it’s definitely capable of offering an immersive and real-time betting experience unlike any other!
Riverboat and cruise ship casinos are establishments that are based on the waterfront, and there are more than 60 dotted across six US states. You won’t find any in the state of Kansas, however, so you’ll need to make do with the location’s meld of commercial, Indian and racino resorts.
Eight cities boast casino resorts in Kansas, with Kansas City the location to feature more than one establishment. Of the nine land-based casinos in Kansas, it’s interesting to note that none are in the capital of Topeka, but this ensures a good spread of establishments throughout the state.

At present, there are no immediate plans to build new casino resorts in the state of Kansas. However, the renowned gambling brand Twin River Worldwide Holdings Inc. recently acquired the old Isle of Capri Casino in Kansas City, and is set to invest $61 million in renovating and reopening this resort.

Like most US states, Kansas applies a basic 5% on all gambling winnings (in addition to the existing Federal tax rate of 24%). However, this only applies to prizes of $5,000 or more, and winnings worth less than this sum will only be subject to the Federal tax levy.

This defines gambling as ‘making a bet’ that could result in a win or loss, while the 2007 Expanded Lottery Act allowed the state to open up to four commercial casino / racino locations.
This formally legalises pari-mutuel betting for horse racing, with this extended to include both on and off-track wagers.
Passed in 1987, this statue legalised lottery wagering and led to the formation of the state draw.
Kansas has a rich gambling heritage, starting with the iconic saloons and poker houses of the Old West and continuing to this very day. As a result, most forms of wagering are legal in the state, although it has a complex history when appraising and passing gambling-friendly laws.
The Golden Eagle casino in Horton (owned by the Kickapoo Tribe) was the first to open its doors in Kansas, with the Indian establishment having officially launched in May 1996.
1800 – 1974 At the heart of Kansas in the famous Dodge City, which was renowned as the primary frontier settlement in the Old West. Make no mistake; the saloons of Dodge City were dangerous places to be at the turn of the 19th century, with poker and dice games such as Hazard (which remain popular to this day) taking centre stage. Gradually, the majority of gambling games were prohibited over the course of the next 100 years or more, but this trend began to change when the state legalised charitable gaming and social games like bingo.
1974 – 1987 The next 12 years were busy for regulators, and by 1986 Kansas voters had elected to amend Article 15, Section 3b of the Constitution and permit pari-mutuel horse and dog racing. The following year, Kansas approved and rolled out its first state lottery, with tickets being sold in 21 cities and generating an impressive $7 million before the end of 1987.
1987 – Present In 1995 (and following the rollout of the 1988 Indian Gaming Regulatory Act), a deal was reached to open four new casinos on tribal land. There are now five Indian casinos operating within state boundaries. The 2007 Expanded Lottery Act also allowed for the development of up to four commercial casinos and racinos with immediate effect, and despite some legislative challenges, these resorts have all opened over the course of the last decade.
With no remaining offline gambling licenses available, all eyes have turned to online and mobile wagering in Kansas. As we’ve already said, one of the two existing bills is now in the Senate, and some hope that sports betting could be legal in the state by 2021.
